Talent or Work: More or Less

I read something recently that I think is true.

For some reason, perhaps a left over mindset from my younger days, I have seen that some people say (and think) that to have artistic talent (ability, skill, etc.) is a rare thing to have. Furthermore it is such an uncommon thing that one should not waste the 'talent'.
